Starting June 5, 2025, Pennsylvania drivers will face stricter rules when it comes to cellphone use behind the wheel. Paul Miller’s Law makes it illegal to use a handheld device while driving—even if you’re stopped at a red light or sitting in traffic. This law honors the memory of Paul Miller, a young man whose life was tragically cut short by a distracted driver.

Under this new law, drivers can still use hands-free technology (like Bluetooth or voice-activated systems), but holding your phone to talk, text, or scroll is now a primary offense. Law enforcement can pull you over simply for seeing a phone in your hand.
